Governing Law and Jurisdiction

These Terms of Use and any non-contractual obligations arising out of or in connection with them shall be governed by and construed in accordance with the laws of the Hong Kong Special Administrative Region. All disputes arising under these Terms shall be subject to the exclusive jurisdiction of the Courts of Hong Kong SAR.

General Terms

If any provision of these Terms is found to be invalid or unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect. VLI's failure to enforce any right or provision shall not constitute a waiver of future enforcement.

VLI reserves the right to revise these Terms of Use at any time by updating this document. Continued use of the website following published updates constitutes acceptance of the revised Terms. For legal or commercial inquiries, contact info@velocity-lab.com.

Advisory Summary

This advisory provides critical compliance guidance for schools, universities, clubs, tournament organizers, and individual pilots operating drone soccer equipment, FPV aircraft, and radio transmission systems supplied by Velocity Lab Innovation ("VLI").

Unmanned aerial vehicles operating in Hong Kong are governed by the Civil Aviation Department ("CAD") under the Small Unmanned Aircraft Order (Cap. 448G, Laws of Hong Kong) and by the Office of the Communications Authority ("OFCA") under the Telecommunications Ordinance (Cap. 106). This document outlines equipment classifications, outdoor operating restrictions, indoor arena exemptions, and radio frequency regulations.

Statutory Classification of VLI Drone Equipment

Under Cap. 448G, Small Unmanned Aircraft ("SUA") are categorized according to their maximum All-Up-Weight ("AUW"), which includes the airframe, battery, protective cage, and all attached accessories.

Indoor and Enclosed Arena Operating Exemption

Drone soccer is fundamentally designed as an indoor sport played inside enclosed protective netting or specialized arena enclosures.

Under Cap. 448G, the statutory flight restrictions governing the navigable airspace of Hong Kong apply to outdoor flight operations. Operations conducted entirely within an enclosed indoor venue, sports hall, classroom, or fully enclosed safety cage—where the aircraft cannot escape into open airspace—are exempt from outdoor airspace restrictions, including:

• The statutory 90-meter (300-foot) altitude limit.
• Daytime-only visual flight rules.
• Outdoor restricted flying zone restrictions (e.g., proximity to Victoria Harbour, airports, or helipads).

School teachers and tournament operators are reminded that while CAD outdoor airspace rules do not apply indoors, institutional safety and venue safeguarding policies must be strictly maintained at all times.

Outdoor Flight Requirements under Cap. 448G

If any VLI drone is operated outdoors (e.g., for test flights, outdoor demonstrations, or open-air practice), the operator must strictly adhere to the CAD SUA Order:

• eSUA Registration: Category A2 aircraft (>250g) must be registered with the CAD via the eSUA electronic portal (esua.cad.gov.hk), and the assigned registration label must be clearly affixed to the airframe.
• Pilot Registration: Remote pilots operating Category A2 aircraft must be registered with the CAD.
• Third-Party Liability Insurance: Under the SUA Order, Category A2 standard operations will require third-party liability insurance (minimum HK$5,000,000 cover for third-party death or bodily injury) from a date to be announced by the CAD in the Gazette. Until that requirement takes effect, VLI strongly recommends that all outdoor Category A2 operators maintain equivalent cover.
• Operating Boundaries: Maintain Visual Line of Sight (VLOS) at all times; do not exceed 90 meters above ground level; do not fly within designated Restricted Flying Zones (RFZs); and never operate over uninvolved crowds or open vehicles.

Radio Frequency Compliance (OFCA Cap. 106)

All remote control transmitters, ELRS radio modules, telemetry units, and wireless Smart Referee devices supplied by VLI are engineered to comply with the Telecommunications Ordinance (Cap. 106) and the Class Licence for Short Range Devices administered by OFCA.

• Operating Frequencies: Equipment operates within authorized Industrial, Scientific, and Medical (ISM) frequency bands: 2.400 GHz – 2.4835 GHz (spread-spectrum R/C control and telemetry); 5.725 GHz – 5.875 GHz (video transmission and secondary data channels); and ExpressLRS (ELRS) 2.4 GHz systems.
• Power Restrictions: Transmission power must not exceed maximum statutory Effective Isotropic Radiated Power (EIRP) limits (100 mW for 2.4 GHz spread spectrum systems). Users must not install high-power signal amplifiers or operate unauthorized frequencies (e.g., non-compliant 915 MHz or 868 MHz bands without an appropriate OFCA station license).

Battery Safety and Environmental Waste Disposal

High-discharge Lithium Polymer (LiPo) and LiHV batteries require safe storage, charging, and disposal protocols:

• Operating Integrity: Always charge batteries on non-flammable surfaces using multi-channel smart balance chargers (e.g., TATTU TA300, ToolkitRC D6 PRO) inside fire-retardant safety sacks. Never leave charging packs unattended.
• Decommissioning & Recycling: Swollen, punctured, or chemically exhausted batteries must be discharged to 0.0V using a dedicated balance discharger or salt-water bath, and disposed of via authorized collection points under the Hong Kong Environmental Protection Department (EPD) Rechargeable Battery Recycling Programme.

General Terms

This advisory is provided for informational and operational safety compliance only and does not constitute formal legal counsel. Operating unmanned aircraft in breach of the Small Unmanned Aircraft Order (Cap. 448G) or the Telecommunications Ordinance (Cap. 106) is a criminal offense in Hong Kong, subject to statutory fines and imprisonment.

The customer and remote pilot remain solely responsible for verifying local airspace classification, obtaining required CAD permits, maintaining third-party insurance, and operating aircraft safely. For regulatory guidance and equipment declarations, contact info@velocity-lab.com.
